Oracle Instant Client not available in ITRS OP5 Monitor repositories

As of August 2019, Oracle Instant Client packages are no longer available in our software repositories, and are not distributed in our installation bundles or appliances for new installations, due to licensing concerns.

Oracle Instant Client packages that were installed before this change are not affected.
