A Windows Netprobe's timezone is different from its host's timezone

This happens when a TZ environment variable is present in the Netprobe’s host.

This can affect time-sensitive plug-ins such as the FTM plug-in. This can be addressed by:

• Removing the TZ environment variable.
• Using the correct TZ environment variable value. The accepted format is listed in _tzset.
